Yes, that is correct in the sense that the Time Capsule (TC) does not provide FTP services. It does, as you already know, provide File Service that support clients using either the AFP or SMB file transfer protocol.
It should theoretically be possible for a software application to access the TC to write files using one of these protocols. However, if the native software that came with the IP cameras use FTP, you will need to find another solution to get the video files from the cameras to the TC's internal storage.
